MONTH OF POLITICAL FIELD


Women' "month" in Armenia, from political point of view, had a graceful end. On April 6, on the day of the oppositional regular rally, the political life in Armenia was turned into an "idyll"- conference of the international federation on human rights defense was held, police became a symbol of tolerance and politeness, high number of people participated in the oppositional rally, the police almost lacked during it, foreign human rights defenders joined the ralliers, a numerous march followed the rally during which the police officials were about to lay a green carpet under the feet of the marchers and to accompany them with flowers.
 
The joining of the participants of the Human Rights International conference the rally of the Armenian National Congress, on the one hand became the expression of a regular fiasco of the government, on the other hand, the government tried to show to them, that rallies in Armenia are free and everyone may join it. Theatre and reality were too close to each other on April 6.
 
So what? All this creates grounds for several conclusions. First, the rally demonstrated that, despite the "lull" in the tactics of the opposition, if necessary, it is always possible to find the technology to activate the society. On April 6, the Armenian National Congress registered a "pilot" use of such technologies and sent messages to the authorities and the social and political circles, which pretend to form a new opposition in Armenia. Congress told the authorities that they should not rely on the fatigue and apathy in society. If the power does not solve the immediate problems concerning the society, the latter is always possible to be thrown out the apathy.   
 
The message of the HAK to those socio-political forces which intend to build opposition of a "new type", hints that the 'ring" about the death of the HAK is not a guarantee of a new opposition. If Congress "is dead", it no longer has any significance, but if it is "alive", no "good news" will compel it to fall backwards, the Congress is going to preserve its positions until there is no power in the country, able to solve urgent problems of the society, and other oppositional forces capable of actions.
 
The second conclusion of the rally on April 6 is that the opposition adopted the policy of non-intervening and relies mostly on governmental failures in foreign policy front, as well as of seizing the opportunity for a political success through sharp inter-governmental disagreements. This means that if the government comes out to be able to avoid critical developments in the foreign policy and to solve disagreements within the authorities in the domestic front, the opposition will have nothing else to do but to care about maintaining its place and role at least in the oppositional field.
 
Though, at the same time, if the country enters into the next election cycle, the internal problems will immediately be advanced, no matter how much they will try to distract by foreign policy "objects". In this case, the wave of opposition will certainly gain strength.  
 
Consequently, it is obvious that the Congress, solving the minimum issue to preserve its dominant space in the opposition, keeps the possibility to set the maximum task and to fulfill it in electoral processes. It is also clear that the opposition in Armenia has always had the opportunity to enter into the open doors as much as the government allowed. On the other hand, though players are mostly the same, though times change, and the usual instantly becomes unusual. And evidence of this is April 6.  
 
Perhaps the time has come for people who are really concerned for their motherland, be guided by the psychology of the ongoing process, not the end. It is time for the political thinking to be built not on the "death" of a force, but on the knowledge that in politics there is no end, it is a process in which success is not a time category, but the adequacy of the time.
 
The opposite are just thoughtful judgments about the past and the future of the country, the hybrid of which becomes the reality.
